Dear Tribal Leader:

Intertribal Council on Utility Policy requests you to SAVE THE DATE and is pleased to announce a Wind Energy, Utility Formation, and Integrated Resource Plans Workshop to be held on Tuesday, May 29, 2007 to Thursday, May 31, 2007. Sessions will begin on Tuesday at 1:00 pm until 5:00 pm, from 8:00 am until 5:00 pm on Wednesday, and from 8:00 am until noon on Thursday at the Golden Buffalo Casino, located at 321, Sitting Bull Street, Lower Brule, South Dakota. Pre-registration is encouraged. Onsite registration will begin at 11:00 am on Wednesday. See the attached Fee Schedule for the workshop price.

Intertribal COUP and the Tribes are planning wind energy projects for communities and export to the federal government and regional utilities. Tribes now receive hydropower allocations through WAPA and are required to complete integrated resource plans. The purpose of the workshop is for tribal leaders, departments, and communities to learn about new resources, tools, policies, and the planning required for wind projects and to establish tribal utilities. What exactly does this mean to Indian Country and what are the realistic opportunities available to our communities?

The workshop targets tribal governments and entities who would like to learn more about wind, integrated resource planning, tribal utility regulation and management. COUP encourages tribal leaders, tribal planners, environmental departments, housing and economic development organizations, community organizations, colleges and universities, and others who are interested in wind energy, integrated resource planning, and how utilities affect their work and their world to register for this workshop.

The workshop will be held in the event building. The cost for the workshop includes breakfast and buffet lunch on Wednesday and breakfast on Thursday, and refreshment breaks all three days. There are 30 hotels rooms each with 2 double beds available at the conference cost of $35.00/day. This price is available through May 25, 2007. When you make your reservations, notify the clerk that you attending the Intertribal Council On Utility Workshop. COUP cannot guarantee availability of this price once all 30 rooms have been booked. COUP encourages you to call the Golden Buffalo Casino & Hotel at (605) 473-5577 to make your reservations as soon as possible. Additional rooms are available at the Lode Star Casino & Hotel in Ft. Thompson, SD 605-245-2899 (14 miles east) at regular rates. Attendees are responsible for their own travel, lodging and other meal expenses.

WORKSHOP FEE SCHEDULE FOR COUP 2007 SPRING:

The individual rate is $100 per person.

An organization rate varies dependent upon the number of persons attending from that organization. For the purpose of this COUP workshop, a tribal nation is considered as an organization. Therefore, if several tribal departments decide to attend they should work together to determine how many from the tribe are attending and notify COUP or the event planner in order to receive the group discount rate.

The fee is the same amount for the first 2 persons from a tribe or organization. For this workshop it is $100 per person. If the organization sends an additional person(s), the 3rd and 4th person pay a fee of $75 per person. For the organization’s 5th person and any others thereafter, the organization pays a fee of $50 per person.

Individual rate: $100 per person

Organization Rate:

1-2 persons = $100 each

3-4 persons = $75 each

(For 4 people from an organization=$350 total which is $100+$100+$75+$75)

5 and more= $50 each

(For 7 people from an organization=$500 total which is $100+$100+$75+$75 +$50+$50+$50)
